EDDIE TALLON

Eddie Tallon, President of The Tallon Group, Inc., founded the corporation in 2006 to provide security consulting, expert witness testimony and governmental affairs council for companies and organizations throughout the country. Eddie previously worked in corporate security – including serving as Vice President of Internal Audit and Loss Prevention for Ryan’s Family Steak House. In this position, Eddie traveled across the country advocating for regulatory change aimed at furthering the company’s growth.

In 2010 Eddie was elected to the South Carolina House of Representatives and served in a leadership capacity through 2020. He was appointed Chief Whip for the Republican Caucus and served as the Assistant Majority Leader for the House Republican Caucus from 2016-2020. Eddie sponsored and co-sponsored dozens of bills which reformed criminal justice, stimulated business and economic development and enhanced efficiencies in government. Eddie served as a Commissioner for the Commission on Accreditation for Law Enforcement Agencies and has received multiple awards to include the Legislator of the Year Award for 2012 from the SC Chapter of the Fraternal Order of Police, Legislator of the Year for 2013 from the SC Sheriff’s Association and Legislator of the year for 2013 – 2019 from National Mothers Against Drunk Driving (MADD). In 2020, Eddie received the ‘Order of the Palmetto”, from Governor Henry McMaster, the highest award the state of South Carolina bestows on a private citizen.

In addition to his work in the legislature, Eddie has devoted more than 25 years to serving our state as a law enforcement investigator and agent. In 1971, he formed the first narcotics division for the Florence County Sheriff’s Office and remained Chief of Narcotics prior to embarking on a career with the S.C. State Law Enforcemetn Division (SLED). While at SLED, Eddie worked in various capacities including Narcotics, Investigations, Executive Protection and Governmental Affairs. Eddie was the Executive Director of the SC Law Enforcement Officers Association for two years and was responsible for administering the association and lobbying for law enforcement legislation. He was also former president of the National Food Service Security Council.

Eddie received a bachelor’s degree from Limestone College.

CAROL STEWART

Carol is an independent contractor with The Tallon Group, Inc., representing our clients before the South Carolina Legislature, state and local regulatory agencies and the Administration.

Prior to joining the firm, she served as Senior Vice President of Government Affairs for Purpose Financial, a national consumer credit provider. During her 19 years with the company, Carol created and executed a multi-state strategic regulatory and legislative effort with a strong record of success.

Prior to her corporate work, Carol was Vice President of Public Policy for the South Carolina Chamber of Commerce. As the group’s chief lobbyist, she worked with the business community to develop annual legislative agendas, build advocacy coalitions, and testify before committees on a wide range of issues.
Earlier in her career, Carol served in several key public policy roles, first as Research Director of the South Carolina House Education and Public Works Committee and later in the Governor’s Office as Executive Assistant for Education Policy under Governor David Beasley. She worked closely with the business community, educators and legislators to advance the Governor’s annual education funding priorities and legislative agenda. Carol has also held several positions in the South Carolina public school system including as teacher, principal and school district superintendent.
Carol received her Bachelor’s degree from Florida Atlantic University and her Master’s and Ph.D. from the University of South Carolina. She also holds a Professional Director Certification from the American College of Corporate Directors.
Like Eddie, Carol is also a recipient of the distinguished “Order of the Palmetto,” the highest award the state of South Carolina bestows on a private citizen.

KATHRYN RICHARDSON

Kathryn is an independent contractor with The Tallon Group, Inc., representing our clients before the South Carolina Legislature, state, and local regulatory agencies and the Administration. She previously served as the Director of Executive Affairs for the South Carolina State Law Enforcement Division (SLED). She has more than 20 years expertise in policy/ advocacy, public affairs, lobbying, strategic and crisis communications.

At SLED, Kathryn spent the last ten years directing and supervising the Intergovernmental Affairs & Public Information Office. During that time, she was the primary spokesperson and liaison to the media, legislature, Governor’s office and cabinet agencies. Kathryn drove legislative and budgetary outcomes by clearly and consistently articulating public safety issues – testifying at committees, educating elected officials, building coalitions with community and media outreach campaigns. As part of the agency’s executive leadership team, she assisted in the overall direction and management of the agency including strategic planning, policy and accreditation, community relations and budget.
Kathryn authored speeches, reports, releases, budget presentations and proposed legislation for the agency. She also developed and implemented the S.C. AMBER Alert Program, designed and established a media training program for public officials, authored press materials, releases, advisories, speeches and articles, and coordinated special events with local, state and national media.
Kathryn received her B.A. in Journalism & Mass Communications University of South Carolina.
